Humanitarian Operations

The Lobo Institute brings together experienced leaders from humanitarian assistance, national security, international development, and crisis response to help governments, international organizations, non-governmental organizations, and private-sector partners operate effectively in some of the world’s most challenging environments.

Our team has decades of experience planning, coordinating, and delivering humanitarian assistance in conflict zones, fragile states, and disaster-affected regions. Lobo Institute personnel have supported and led humanitarian operations across the Middle East, Africa, and Asia, providing assistance to vulnerable populations while coordinating with governments, international organizations, and local partners.

Lobo Institute principals Michael “Mick” Mulroy, Eric Oehlerich, Sam Mundy, and Chris Hyslop have collectively delivered humanitarian assistance and supported relief operations around the world, including in Gaza, Sudan, and South Sudan. Their experience spans emergency response, humanitarian access, conflict analysis, civilian protection, stabilization efforts, and the coordination of large-scale relief operations in complex and often dangerous environments.

Members of the Lobo Institute team have also managed and supported humanitarian programs on behalf of the United States Government and international organizations, including programs for the U.S. Department of State in Afghanistan and humanitarian initiatives for the United Nations in Yemen. These efforts required close collaboration with local communities, government institutions, donor organizations, and international partners to ensure aid reached populations most in need.

The Institute’s humanitarian expertise is further strengthened by Chris Hyslop, who serves as one of Lobo Institute’s Lead Humanitarian Coordinators. Chris retired from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) after a distinguished career coordinating international humanitarian responses in some of the world’s most challenging crises.

Chris is joined by Ryan Walthers, Lobo Institute’s Lead Humanitarian Coordinator and former Program Manager with the United States Agency for International Development (USAID). Ryan brings extensive experience in international development, humanitarian programming, donor coordination, and operational management.

The Lobo Institute provides strategic advice, operational planning, humanitarian coordination, stakeholder engagement, crisis response support, and program management services. Whether responding to armed conflict, natural disasters, displacement crises, or long-term stabilization challenges, our team combines field experience with practical solutions to help partners achieve meaningful and lasting impact.
